An investment-beliefs workshop for the CalPERS board, held in April, revealed five areas, including active management, where the views of the board and staff lacked consensus. The contentious, or unsettled, topics for discussion were active management, private asset classes, sustainability (environmental, social and governance), investment performance targets and stakeholder considerations. CalPERS is set to change its benchmarks for measuring performance compensation for senior investment staff so they are consistent with recent changes to its strategic asset allocation.
It’s not until you’re actually in the country that the real depth of the funding problem in US state pension plans becomes clear, as does the truly arduous environments that the investment professionals at those funds are operating within.
CalPERS will standardise the process by which it selects investment partners as part of the investment office’s roadmap for 2011-2012 which includes six strategic priorities including the new categories of talent management and investment performance.
A desire to hedge the portfolio against extreme market risks and rising inflation, has resulted in the $220 billion CalPERS departing from its traditional asset allocation after a year-long review, and introducing the allocation of assets according to five broad groups.
